Pastor Oliver Carter

Pastor  Oliver Ramonde' Carter was born on July 2, 1970, to Oliver and Esther Carter, in Washington, DC.  Pastor Carter attended private schools in the Washington, DC area, before graduating from H.D. Woodson High School, in 1988. Upon graduating, Pastor Carter signed up for active duty, in the U.S. Navy. After traveling around the world, Pastor  Carter was discharged from the Navy in 1993 and worked several jobs, including being a Federal Police Officer, an Information Technology Specialist with the Department of Defense. Pastor Carter is now employed as the Program Director of Sasha Bruce Chloe House Program. In this position Pastor Carter manages the daily operations of a group home for troubled youth. Pastor Carter attends Liberty University where he is studying to receive his Bachelor’s Degree in Psychology with a concentration in Christian Counseling.

 Pastor  Carter accepted Jesus Christ as his Lord and Savior in September of 1998, at Marlboro Meadows Baptist Church, located in Upper Marlboro, MD. Under the spiritual leadership of Pastor Marcellous Buckner.  Pastor Carter also received his call into ministry at Marlboro Meadows Baptist Church. Pastor Carter was licensed into ministry in April 2003, and ordained to the office of Pastorate in January 2009 by his spiritual father, Pastor Paul Steven Smith of Victory Fellowship Church International

While attending Mt. Vernon United Methodist Church, Pastor Carter was called by God and his Pastor,  Rev. Dr. Raymond C. Hart, to start an evening worship service; which later birthed “No Limits Outreach Ministries”. In December of 2007, Pastor  Carter and his wife, Pamelia Carter, stepped out on faith and founded “No Limits Outreach Ministries”. The ministry started with three people and grew to over 50 members and partners, with most of them being new converts or have re-dedicated themselves back to Christ. No Limits does not consider itself a “Traditional Church”. We have people that belong to other churches who fellowship with us on a weekly basis. We have those who have been hurt or damaged by people or organizations and we have people who don’t fit the normal Sunday 11am service. This was Pastor Carter’s prayer when he first started the ministry, “that God would send a people of no people and allow the word of God to mature and make soldiers out of them”.

Pastor Carter has been married to his lovely wife for 18 years and they have a 22 year old son named Steven , a 9 year old daughter named Charlye and a  year 8 old son named Ramond’e.  Pastor  Carter’s favorite scripture is, Revelation 3:15-16 “I know thy works, that thou are neither cold nor hot: I would thou were cold or hot.  So then because thou art lukewarm, and neither cold nor hot, I will spue thee out of my mouth.”
